Most cards change many times during playtesting. When cards are designed, they're supposed to be cool, and it's the developers' job to reign in the designer's crazy idea and make it playable. It's not a sin for a card to get some changes during development.

Top Minds only had one change at the very end of the process. The original game text said, "To play this event, you must stop a character." As you can see on the printed card, the words "you must" were deleted. That's it.
Originally, I thought it was one of the three cards that Evan Lorentz mentioned as having no changes throughout development. But he pointed out the late wording change to Top Minds, so you'll have to keep guessing what the other cards are.
For my money, that means it was a great idea from the start. It's amazing that with all the changes to costing the game went through, stopping two characters was always the correct price to pay to destroy an obstacle.
Top Minds is your best defense against nasty failure text. Blinded? Enduring Tests? Bomb scare? Don't gnash your teeth when you see the word "failure," just stop a couple of support characters. The only real cost for this card is having lots of characters in play, and aren't you already stocking lots of support characters? Put your top minds on the problem.
