With Science still a popular choice among players choosing to skip a skill in their hero strategy, Unforeseen Consequences is an excellent choice for your villain strategy. When you consider that your mission-skipping opponent will be paying you 1 power for a failed mission anyway, this obstacle is really playing for free. The extra 2 power you get is all bonus, and will come in very handy at a mission requiring one of the skills he has focused on.

Unforeseen Consequences has a Culture counterpart in Strained Relations, and while Culture isn't currently skipped as frequently by players as Science, neither card is a bad choice for your deck against a "non-skipping" opponent. Paying 1 power for an obstacle that adds 2 difficulty is a good deal. Oftentimes, when your opponent fails after a mission where you've played it, he won't continue. This might make you feel like you've wasted an opportunity for good failure text, when you could have, for example, moved a glyph or destroyed a support character.

But don't discount the power of the bluff. How many times that your opponent ended his turn would he have instead chosen to continue, had you not had the extra power sitting there?
